Designing a Health Insurance Exchange: Webinar and Toolkit

To assist states with the design of a health insurance exchange, the National Academy of Social Insurance (NASI) recently released a legislative toolkit—the first product of a broader NASI project funded by the Robert Wood Johnson Foundation—to provide technical assistance to states developing exchanges. The toolkit offers language for legislative options for key areas, including governance, establishment of SHOP exchanges for small employers, eligibility determination and enrollment, certification of qualified health plans and coordination with Medicaid and the Children’s Health Insurance Program (CHIP).

Co-chairs of the 21-member panel of health policy, economic and legal experts who developed the toolkit will discuss it more in-depth in a webinar on March 8. They will also be joined by experts who are working at the state level to establish exchanges. During the discussion, members of the panel will:

  • Provide an overview of what the law requires of states;
  • Focus on legislative and regulatory options for states as they address the basic functions of an exchange; and
  • Walk through how states may use the toolkit to get started.
