Colorado Expands Health Coverage Using a Hospital Fee

On April 21, Governor Bill Ritter signed a bill that will enable the state to offer coverage to more than 100,000 additional Coloradans through Medicaid and the state’s Children’s Health Plan Plus.  The bill, supported by the Colorado Hospital Association, is financed through hospital fees and will also fund increased reimbursements for hospital services. 

The bill would expand coverage to:

  • Children and pregnant women from 205 to 250 percent of the federal poverty level (FPL);
  • Parents from 60 to 100 percent FPL;
  • Disabled adults and children with incomes up to 450 FPL will be able to buy into the Medicaid program; and
  • Childless adults with incomes up to 100 percent FPL will be eligible for a new medical assistance program.

The bill also provides for continuous eligibility for children for 12 months.
