The State Coverage Initiatives (SCI) program recently spoke with Jason Helgerson, the Director of Wisconsin Medicaid, about the BadgerCare Plus (BCP) program. BCP is
Wisconsin’s health care coverage system that was initially created in 2006 as a policy solution to ensure that all of
Wisconsin’s children have access to health care. It passed as part of the biennial budget in 2007 and merged family coverage programs with
Wisconsin’s SCHIP, while also expanding income limits to those already covered under these programs and creating coverage for a number of new populations. A hallmark of the BCP program has been the rapid enrollment of a remarkable number of participants through extensive outreach and broad support from community partners.
