New Technical Assistance Program Available from SCI

 

State Coverage Initiatives (SCI) has created a new technical assistance offering for states. Called the Reinsurance Institute, this new offering will bring states that are seriously considering reinsurance as strategy to expand coverage together around the development and design of a reinsurance program. Reinsurance, although of interest to numerous state officials, is a technical coverage strategy that requires thorough analysis to assess its potential impact. One of the main objectives of the Reinsurance Institute is to create a network of interested states that can exchange knowledge about this strategy.

 

SCI is pleased to invite states that are actively pursuing a reinsurance strategy to participate in the Institute. Approximately 1015 states will be chosen to participate in the Reinsurance Institute. The first component of the Institute will be a small group consultation scheduled for August or September and will include the opportunity to learn from the Healthy New York staff and expert consultants being provided through the SCI program.

 

Following the first meeting of the Institute, states may apply for additional resources. These resources include access to the technical expertise of a consultant to model how a reinsurance strategy might work in individual states. Three or four states will be selected to receive an allotment of consultant hours to develop both a generic reinsurance model and also a state-specific analysis. The modeling is designed to answer questions about costs, take up, and the overall impact of a publicly subsidized reinsurance program. A small grant will also be available to those states to help with related state needs.

 

A final small group meeting of the states originally selected for the Reinsurance Institute will take place after the state-specific modeling work occurs, so that all states can continue to learn from each other. SCI will support travel expenses associated with the two small group consultation meetings.

 

A letter of invitation will shortly be sent to each state’s Governor’s office, as well as each state’s health department and insurance department; however, only one application per state will be accepted. More details about the application process will be included in the letters of invitation to each state. Information about the Reinsurance Institute will also be available on the State Coverage Initiatives website and will be updated periodically to reflect the most current information.
