New SCI Profile in Coverage: Healthy New York

Healthy New York has emerged as a leading state program designed to encourage small businesses to purchase coverage for their employees and dependents. As of December 2004, the program covered 76,704 individuals. The program integrates a reinsurance mechanism with a new HMO product to offer a low-cost product to small businesses that employ low-wage workers, the self-employed, and individuals who have been uninsured for more than one year. In a new SCI "Profile in Coverage", Governor George E. Pataki (R) and Insurance Superintendent Gregory V. Serio answer questions about the program.
